I lived in Rajbiraj for two years. When I was there from 2002-2004 there were at least three decent hotels and several places to dine out in the bazaar. This is the place to be if you want to see a part of Nepal that most tourists don't see. Buy or rent a bike and ride out to the villages. Go to a school and offer to speak English with the students. Sit in a shop and drink tea and read a book and draw a crowd. Visit the sports club or one of the several Hindu temples. Go on a holiday and you won't ever forget it. The people are fantastic. Don't leave town without chewing paan.
